Republican Tim Bearden Implicated in Pay-Off Scheme

On January 10, 2005, Georgia Republican District 68 Representative Tim Bearden was sworn into office.
On October 12th, 2005, he began receiving payments from the City of Carrollton, Georgia for "Consulting Fees" under
the city's budget category "General Administration, Purchased/Contract Services."

Thru the Freedom of Information Act, The Information Age asked the city for copies of all "Contracts and/or
agreements" with Bearden. Their response was:
"The City does not possess any document responsive to this request.
A verbal agreement does exist between the City and Mr. Bearden."
What does Representative Tim Bearden do for the City of Carrollton to earn this money?
The Information Age asked the city for copies of all "Work product produced" by Bearden. The city's response was:
"The City does not possess any document responsive to this request."
The Information Age asked the city for copies of "All checks" paid to Representative Tim Bearden. They provided 44
check stub copies dating from October 12, 2005 thru May 7, 2009 totaling $92,400.
Who Manages the Relationship?
According to everyone we talked to at the City of Carrollton, the relationship with Tim Bearden is managed by
City Manager Casey Coleman, but the "scheme" was put in place by Democrat Mayor Wayne Garner.
In other words, Garner and Coleman are directly responsible for paying Georgia District 68 Representative Tim
Bearden nearly $100,000, so far, yet the city cannot provide copies of any "Work product produced" by Bearden.
Is it a coincidence Carrollton Mayor Garner is a professional lobbyist?

Recall The Information Age reported on a payment made to the mayor's lobbyist business partner just last year by Carroll County
Chairman Bill Chappell. It turned out the payment was made to Lobbyist Charlie Watts even though no work
had been provided to the county government:

We gave Representative Tim Bearden every opportunity to discuss this matter, but he decided not to respond to
our requests. So, we went to our video archives and retrieved a comment Bearden made on April 15th, 2009:
"Citizens should be interested in where their tax dollars are going."
